Ciara Thompson is a compassionate Human Services Professional with more than 15 years of experience in homeless services, transitional housing, behavioral health, domestic violence, and community-based programs. As a Clinical Director, she provides leadership and oversight for substance use and anti-violence programs within Westchester County. Ciara holds a Master of Arts in Creative Arts Therapy and a Bachelor of Arts in Psychology from Hofstra University. Driven by compassion and a passion for service, she is committed to creating safe, supportive environments that empower individuals to heal, grow, achieve stability, and build self-sufficient futures.

Leticia John

Leticia John is a strategic fundraising executive and nonprofit leader with more than 15 years of experience advancing philanthropy, organizational growth, and stakeholder engagement. As Senior Director of Philanthropic Giving & Stewardship at Reproductive Freedom for All, she provides strategic leadership for donor engagement and philanthropic initiatives that strengthen organizational sustainability and drive mission impact.

 

Her career spans executive leadership roles across national nonprofit organizations, healthcare, higher education, consulting, and the public sector, where she has led organizational transformation, fundraising strategy, operational excellence, and cross-functional collaboration. Recognized for her ability to build high-performing teams, cultivate influential partnerships, and align people, resources, and strategy, Leticia brings a thoughtful, solutions-oriented approach to governance and leadership. She is passionate about advancing mission-driven organizations through innovation, sound strategy, and inclusive leadership.

 

She holds a B.A. from Northeastern University and a Master of Public Administration with a concentration in Nonprofit Management from New York University.

Deann Armour

DeAnn Armour is a seasoned property management professional with more than 20 years of experience overseeing residential and cooperative properties throughout Westchester County, the Bronx, and the greater New York City area. She began her career with a Westchester County nonprofit organization providing housing services to low- and moderate-income individuals and families, advancing through roles including Assistant Property Manager, Rental Assistance Program Specialist, and Property Manager.


In these positions, she managed property operations, leasing, staff supervision, and compliance with local, state, and federal housing regulations. After gaining valuable experience in luxury real estate sales support, DeAnn returned to property management in 2017, where she currently serves as a Leading Assistant Manager. She is responsible for training
administrative staff, fostering strong relationships with clients, residents, and boards, and ensuring efficient property operations.


Her expertise includes financial reporting, budgeting, accounts payable, leasing operations, vendor coordination, building administration, and regulatory compliance. DeAnn is recognized for her commitment to operational excellence, exceptional customer service, and effective communication.

 

William F. Sullivan

William F. Sullivan was born and raised in Lynn, Massachusetts. He earned a Bachelor of Arts in Political Science from the University of Massachusetts and received his Juris Doctor from Suffolk University Law School. Throughout his legal career, Mr. Sullivan has held leadership roles in both private practice and the corporate sector. He was a partner at a law firm in Brooklyn, New York, and later became a partner at a law firm in Peabody, Massachusetts.


In addition to his law practice, Mr. Sullivan served as Chief Legal Officer and Chief Operating Officer of a mortgage origination and mortgage servicing company with operations in New York City and Jersey City, New Jersey. He also served on the company's Board of Directors. Committed to public service, Mr. Sullivan served on the Board of
Directors of a homeless shelter for women in Peabody, Massachusetts.


Mr. Sullivan currently resides in Austin, Texas, and serves as a Hearing Officer for the Massachusetts Health Connector. He is married and the proud father of two daughters.

 

Rodney A. Marshall - Chief Financial Officer

Rodney A. Marshall is a visionary financial & operations leader, committed to driving excellence and delivering the highest standard of performance in not-for-profit and human services organizations. Proven ability to set strategic direction and implement the structures, processes, policies, and teams necessary to achieve optimal organizational goals.


He is a Multi-Functional Operations expert who leads across all operational areas, including accounting, investments, IT integration, multi-location facilities management, and human resources. Rodney is a people-oriented leader who champions both empowerment and accountability; he drives technological change to strengthen operations and automate processes across all functions.


As an accounting and compliance specialist, he possesses deep expertise in contract accounting, internal controls, budget development, government contracting, fiscal audits, and regulatory compliance. Adept at managing the RFP process, with a strong track record in securing and managing federal and large local government contracts.
